1. Description of the dialogue process
2002 (FEBRUARY-DECEMBER)
* BEGINNING OF THE DIALOGUE ON THE EIFE
e-FORUM * February 28, 2002
On February 28, 2002, a DIALOGUE was
opened on the EIFE e-forum for the evaluation
of the Alliance and for collective deliberations in view of building
a new common strategic horizon. In addition to the 100
persons already subscribed to the EIFE e-forum, a number of persons
who in Lille had expressed their interest in this project signed
on to the forum, bringing the number of persons involved to about
160.
* FIRST STEP: EVALUATION * March
15, 2002
Participants were invited to consider the following questions:
- What conclusions do we draw from the first stage of
the Alliance, which started out from the Platform in 1993, and
from the experience of the regional, socioprofessional, or thematic
workshops in which we were involved?
- with respect to the Alliance Assembly, 2000-2001
- and to the World Citizens Assembly in Lille 2001.
* SUMMARY OF THE FIRST EVALUATIONS *
March 5, 2002
By early May, a number of evaluations on the Alliance and a number
of proposals on future orientations had been sent in. The e-forum
had 160 persons subscribed to it, out of which 39 had sent a total
of 63 contributions: from America (15 persons), Europe (14 persons),
Asia (2 persons), and Africa (8 persons).
Summaries were drawn up featuring the key ideas
on the following points:
1. General evaluation of the Alliance, Alliance Assembly, and
World Citizens Assembly of Lille
2. New management of the Alliance
3. Some proposals for the future
* CALL FOR INITIATIVES * May
14, 2002
On this date, the FPH announced its Call for Initiatives as its
contribution to the new stage of the Alliance.
* ASSESSMENT OF THE DIALOGUE: POINTS
OF AGREEMENT AND OF DISAGREEMENT * July 4, 2002
After a period of deliberation and exchange of ideas on the e-forum,
the points of agreement and of disagreement were sought for the
different themes. All of the ideas collected from the summaries
and a few that came in later were presented on the "delibera"
forum, grouped into 9 texts (and 1 more, specific to Africa) for
appraisal.
As of early July in Spanish and as of August also in English and
in French, participants were able to provide their appraisals
and comments (and consult those of the other participants) in
the Forum on the evaluation and future of the Alliance (http://www.delibera.info/alianza).
The ideas resulting from the contributions were
organized into 10 texts:
1. General evaluation of the Alliance
2. Evaluation of the coordination
3. Evaluation of the World Citizens Assembly in Lille
4. On the new organization of the Alliance
5. On financing
6. On communication and participation
7. On the Proposal Papers
8. On the application of the proposals and their relationship
with other initiatives

10. Evaluation and proposals of the Alliance in Africa
* SECOND STAGE OF THE DIALOGUE *
* CONSULTATION ON A PROPOSAL TO INVITE THE REST OF THE ALLIES

From late February to early August, about 40 persons had
participated in the DIALOGUE by sending 118 messages
to the EIFE e-forum. At the beginning of August, a second stage
began.
Appraisals on www.delibera.info/alianza,
where 37 people were already signed up, 30
of which had made appraisals and had contributed a total of 128
comments.
Also, given the wealth of the proposals presented
and of their virtue for the future of the Alliance, a
consultation was opened to all the participants in the
EIFE e-forum on whether the rest of the Allies should
be invited to give their appraisal on "delibera"

* APPRAISAL OPENED UP TO THE REST OF
THE ALLIES * October 15, 2002
In early September, given that most of the answers to the consultation
on the enlargement to the rest of the Allies for the appraisal
of the Alliance ("delibera") had been favorable, all
the Allies were invited to participate in the * Forum
on the evaluation and future of the Alliance * ("delibera"),
in a message posted on the recently created e-mail information
list of the Alliance (info@forums.alliance21.org),
The evaluation round was prolonged until early November 2002.
* NEW PROPOSAL FOR A DIALOGUE *
October 17, 2002
Evaluations continued while a new text was posted for appraisal
on "delibera" of a Charter of Principles of
the Alliance written by Pierre Johnson (Text
12).
* TEXTS FOR APPRAISAL OFFERED IN “WORD”
FORMAT * October 29, 2002
In case participation through the Internet presented a problem
for some people, the possibility was offered to carry out the
appraisals of the texts in questionnaires sent in a Word
document.
2003 (JANUARY - APRIL)
* MEETING OF ALLIES IN PORTO ALEGRE *
February 11, 2003
On the occasion of the Third World Social Forum, several
Allies met in Porto Alegre and elaborated a few proposals for
the future of the Alliance. The proposals were sent to
the EIFE e-forum to gather the opinion of the rest of the participants.
A first round collected opinions on these proposals, favorable
or not, in order to submit them to further appraisal later, along
with the other initiatives.
* CONTRIBUTION OF THE ALLIANCE TO THE
WSF 2003 * February 11, 2003
As was also proposed in the Porto Alegre meeting, the members
of the EIFE e-forum were invited to fill out a short form on their
participation (if applicable) in the World Social Forum 2003,
in order to give visibility to all the work of the Alliance in
this WSF.
* PROPOSAL BY PIERRE CALAME: THE
SECOND STAGE OF THE ALLIANCE * March 14, 2003
Pierre Calame presented a proposal for the second
stage of the Alliance.
* PROPOSAL BY MARTÍ OLIVELLA:
ALLIANCE 21 * March 28, 2003
Martí Olivella presented the document Alliance
21 on: the proposals raised at the WSF 2003 and the comments
received on the EIFE e-forum. He announced a second document on
the EIFE e- forum and the appraisals made on the "delibera"
Web site in the course of 2002.
