I find it suitable desirable and ambitious. It is necessary to step forward and turn the Alliance into a more visible and active body and not only an addition of disparate efforts. The constitution is a good way to give coherence and consistence to the Alliance’s common objectives.

On ne peut qu’être d’accord avec le principe de l’Alliance, et avec les grandes lignes de la Charte. Pourtant, je suis gênée par deux points qui me rendent le projet trop lointain, ou inaccessible :

But one should realise that the duality (contradiction) mentioned in the fph position is resolved by the charter by opting clearly for the open non institutional structure. This may allienate some current allies (?) or make that the Alliance could be considered as a talk show with no teeth to make the world united, plural and responsible. Dans son esprit oui mais elle me semble beaucoup trop détaillée. Pour moi une charte ne doit donner qu’une vision globale. Les modalités d’applications doivent être expliquées en dehors de la charte elle même.

As far as the Charter goes I think that it is quite suitable; however it leaves out several of the most important matters. The first is the methods and means by which we can purposefully expand and strengthen the Alliance. The Alliance is based upon a solid framework and orientation that does not seem to me to have been implemented very well. I refer here to the development of Collegial, Geographical, and Substantive Working Groups as well as the regional and continental assemblies.
